The Social Service Office of Central Papua Province still manages mail archives manually using ledgers and conventional folders, causing file stacking, document loss risks, and slow mail distribution. This activity aims to develop a comprehensive and adaptive web-based mail archive management application using the Extreme Programming (XP) method. The application was developed through planning, design, coding, and testing stages, featuring incoming and outgoing mail, official travel orders (SPPD), digital archive library, disposition, access management, staff management, activity logs, and centralized digital reporting. Black box testing results showed all features functioned 100% with a "Passed" status. This application improves archive search efficiency, accelerates mail distribution, and supports administrative transparency and accountability. However, the system still depends on internet connectivity and lacks automatic notification features. Further development is recommended to add notifications, integrate with other systems, and develop a mobile interface.
